Have you copied this KEYDB.cfg file into your "C:\Users\Ted/.MakeMKV/" directory and then restarted MakeMKV? If you still cannot rip your disk after doing this then could you upload this TGZ dump file into a file host such as OneDrive or Google Drive please, and then reply with a public download link? This would allow people to try adding your disk to the KEYDB.cfg file.
