I was finally able to rip City On Fire. Thank you to everyone that helped!

It is so weird that no encryption was the thing stumping MakeMKV, haha! I made a back up with the "dycrypt" box un-ticked and then removed the AACS folder from the back up. Worked like a charm after that.

Good to know for future discs I encounter with this issue. I wonder if their next two Golden Princess movies will be the same?
