Is downloading the keydb.cfg file the way to go when ripping new disks, rather than submit the dump to svq@makemkv.com?

No, keydb.cfg is just an optional alternative database that MakeMKV can use, if available. You add your disk to MakeMKV's own database by emailing your dump to svq@makemkv.com.
