I've listed the groups that bake FEL and those that don't. I did not check all of them but most didn't encode FEL to P8 correctly.Or are they smart enough to actually be baking the FEL into the BL?

the EL bitrate doesn't mean much. I've seen 18mb/s EL that adds nothing to the BL.It looks like Pulp Fiction's FEL is only 3847 kbps. Does the bitrate of the FEL generally correlate to how "important" it is? IE - this relatively low bitrate FEL isn't doing much and can probably safely be thrown out, whereas the much higher 13877 kbps bitrate of The Truman Show means it's far more important to make sure the FEL is properly dealt with and not thrown away. Is that correct?

You can just grab the web-dl for mando and do the hybrid yourself for the last ep of s2. I also noticed it was out of sync back when I put on on my server, so I did this. Didn’t even get far enough for playback. I check all my RPUs because I’ve been burned before (early framestore hybrids, yuck). I’ve got a question for you RESET_9999 because I value your opinion a lot, I think we all do here.
Certain newer releases have lots of static metadata. For instance, Furiosa, Creed III, Kingdom of the Planet of the Apes. Should I go ahead and generate metadata for these films or should we respect what the colorist has done so far?
Just to test, I’ve generated metadata for all 3 of these films and the mapping is now very dynamic, but is that potentially defeating the original intent by the colorist?

As long as they did the trims correctly it doesnt really matter if L1 is static and L1 values under your TV target are ignored anyway.
For example in Kingdom of the Planet of the Apes, they did a crazy amount of work on the trim pass.
this is all done manually by the colorist and no generated L1 will ever be able to match this:
