Decrypt/convert from a local directory

Apologies if it's a dumb question, I haven't found an answer for this question.

I have a regular encrypted Blu-ray files copy (just files in my local filesystem). Can I use makemkv to convert these encrypted files to MKV?

And if I have decrypted Blu-ray files copy, can I convert them to MKV?

How did you make this copy?

If you use MakeMKV to create a backup (either encrypted or decrypted) then for sure MakeMKV can open that backup and create .mkv files.

If you do something else, the answer is maybe but probably not.
