Ok, first and foremost all drives have a form a riplock. They are just built this way by the manufacturers. So, there is no need to keep spamming the forum with all these posts when the answer is going to be the same practically for all drives. The read speeds are slowed here and there for all drives by design and may never perform at full speed at all times for various reasons because of this. Again, this is built in by the manufacturer to provide some sort of stability and/or “noise reduction” (according to many of these manufacturers/drive distributors) when reading discs depending on the tasks, disc data density, laser position while reading the disc data, location/position of the data on the disc, and/or environment they’re installed in.
Second, this is widely known and available information. Slow down and think it through for a moment. Google is your friend and can easily provide this information within a few seconds. This is the MakeMKV Support Forum first and foremost, so you can have way better luck finding a wide variety of discussions/articles/topics regarding this for each of these drives through a quick and simple Google search rather than asking for every single one of them one-by-one within this forum. Or could have created a single post listing the drives in question for simplicity's sake.
And as to how this relates to MakeMKV, the owner/developer of MakeMKV has advised very clearly multiple times already in the past year+ and up until very recently here:

Well if the forum o Google could give an answer to this question then I’d be very happy. Unfortunately my eyes are bleeding trying to find any information. All I want is a standard BR drive that is not capped at 2x speed before I waste my hard earned money. I’m not trying to be annoying.

And this forum has, directly from the developer himself as it relates to MakeMKV in the aforementioned link, whom was also replying to your comment in that thread. Can’t be anymore forthcoming than that.
EDIT: Ultimately, you may just need to try a few of the newer drives available in the market to see which one will perform better against your setup. Sometimes it's just the best and/or only way to go about this with PC hardware/components. So, purchasing from somewhere with a lax return policy can be helpful in this.

This issue is resolved, a very fast ASUS is now on its way to Stewart and I’m sure he will report in after he’s had a chance to experience for himself the awesomeness of this drive.
