Flashed DE_LG_WH16NS60_1.02_MK.bin with makemkvcon 1.17.6 via rawflash de,enc. Output: "Image already has DE byte set", both stages 100%, "Done successfully", rc=0. After a full 4-minute power-off the drive still reports BH16NS58 1.02 at SCSI inquiry and LibreDrive remains "Possible, not yet enabled". Log shows No SDF v0a6 for this drive and Drive Specific SDF not present throughout. makemkv.com has been down the whole time. Is the drive-specific SDF required for this drive, and is that why it isn't taking?

Not sure you need enc for that fw.

This is how I managed to successfully flash my drive, after having placed a copy of the appropriate firmware .bin file in the MakeMKV program folder - note that you used different (and presumably) incorrect parameters and you will need to adjust the drive letter:
