 In case anyone else has this issue. The original drive was a pioneer BDR-US04 (RS8A10, FW 1.14, unpatched). I confirmed it gave truncated MKB_RO.inf files for several recent UHD disks (older UHD and BD disks work fine).
The truncated MKB_RO.inf file inside the dump is irrelevant because both MakeMKV and KEYDB already have this disk's keys. It is more likely that your Pioneer drive failed to disable bus encryption for some reason, although I cannot check this hypothesis...
