Hi!
Trying to reach Bluntman so I can buy a drive from him, but my messages stay in the Outbox. Maybe I need a higher standing with the forum to do this? How can I fix?

Yes, PMs stay in your outbox until read. It's a feature of the board, allowing the sender to delete anything that was never read, as well as letting the sender know when it IS read.

Ah got it thanks. Maybe Bluntman is backordered on everything then

I feel like making it a bit more clear what the requirements to get PM privileges is would be nice. I don't mind having to email somebody for manual whitelisting, but having my profile say "may need to participate in more discussions" is a little frustrating. The rationale makes sense, but I feel like it's a bit burdensome on new members (such as yours truly).

You might be surprised how many spam accounts get created here and how many the moderators delete.
The small burden on new members means most actual users of the forum can participate in an environment that's made up almost entirely of real people. That's a rarity these days.
