You need to email that dump file to svq@makemkv.com.

Read about hashed keys in the UHD FAQ.

The AACS/MKB_RO.inf file is on the physical UHD disk. It's also quite big, so zipping is advised... ;). (Basically, put UHD disk into drive, wait for it to mount and then locate AACS/MKB_RO.inf file using Windows Explorer.) This file is a binary file and so will look like garbage in Notepad.

You don't need to unzip the TGZ file, btw. I think the point is that the AACS/MKB_RO.inf file inside the TGZ file is "wrong", and so people need to see what the original AACS/MKB_RO.inf file from the physical disk looks like.

Thank you for providing the disc dump and full MKB_RO file. The 8FC5 variant of The Running Man has been added to the public keydb.

If you haven't previously configured MakeMKV to utilise the public keydb you can follow my instructions here or use SamuriHL's utility for Windows (Link)
