I have gone through everything again, I've checked to make sure everything was in the correct folders (KEYDB.cfg) etc and they are but alas, it still won't decrypt.
Whether I have a faulty disc, I just don't know.

I don't see how your disk could be faulty because FindVUK has been able to validate it successfully. Do you have a different UHD drive that you can test the disk with, or maybe access to a standalone UHD player?
The only other things I can think of are:
- Have you accidentally misnamed the KEYDB.cfg file, e.g. by calling it KEYDB.cgf?
- Can MakeMKV actually open the KEYDB.cfg file? On a Linux box, this can happen because a file can be owned by a different user, or have too few file permissions. I don't know what the equivalent would be for Windows.

The only other things I can think of are:And as I mentioned before, the kv.dat file inside your original TGZ dump file was also suspiciously short (only 68 bytes). Is this file larger inside any of the subsequent TGZ dump files that MakeMKV has created for your disk? I am wondering if this could be related to your problem...

The new dump files are exactly the same as before, with the kv.dat file showing just 1KB.
I did on one occasion manage to get it passed the point where it normally fails, but MakeMKV threw loads of error messages, something about AACS not found or readable (unsure which now), it then crashed and had to be restarted. I haven't been able to to replicate it since.

I downloaded the latest KEYDB.cfg but this didn't work either.
It's only disc 1 of the 2 disc set that doesn't work, the one with The Final Cut on it.
The issue seemed to be that one disc was not actually encrypted but the presence of the AACS folder confused MakeMKV. This affected only the final cut disc in that release, which is the opposite of your problem. It might still be interesting to make an encrypted backup with MakeMKV and testing whether the resultant files are directly playable in VLC. This would not usually work but it did for that other disc.
The fact that FindVUK was able to validate the provided keys makes it hard to be optimistic about this possibility...

It is odd that FindVUK seemed happy to verify the decryption keys for an unencrypted disc. Could you please post the full FindVUK log here? It would be interesting to know if all of the M2TS files are unencrypted or just the main title.
If you reach out to nalor on the Doom9 forum (author of FindVUK) he might be interested in your disc.
