MakeMKV downloaded a new keydb just now but still didn't open my F45C disc. I wonder if it didn't get the latest latest one.

MakeMKV doesn't download the KEYDB.cfg file. You need to do that, and then install it correctly as described above. MakeMKV only downloads its own "hashed keys" automatically. The KEYDB.cfg file is just an alternative database that it can read, if available.

Ah thank you for the clarification. To date I hadn't had to use that method, but will give it a shot.
