Dolby Vision now possible through MP4 Mux.

FEL playback works only with 2 players, the OPPO and his Clone. And FEL will be only triggered if the Source is an ISO file or in the m2ts container.
There is no chance fpr playback FEL within mkv or mp4 container.

LG C7, C8 C9 play FEL in mp4 perfectly.

FEL in not something that can be ignored. On some movies it's 15-20% of the movie size.

You can mux a P7 Dual Layer mp4, thats not the Problem, DV will be triggered. But only MEL will be displayed. There are many Tests in the www, Original UHD BD ISO with OPPO vs. Dual Layer MP4 / MKV. Also Shield Pro 2019 and other players like Zidoo triggered DV with a Dual Layer file, but the playback is only in MEL. Trust me or not, your choice.

You can test it easy, make a DV P8.1 file of the Dual Layered file and playback both. You see no difference. Good movie for testing is Braveheart, superb FEL Layer.

If FEL can't be processed, of course there's no need for it. Nevertheless it may be convenient to keep FEL muxed. Maybe in the near future FEL playback (in mkv) will be more commonly supported by players. Also, as @daddy mentions, already tv's process FEL properly.

Note that single layer P7 doesn't exist. P7 always carries BL and EL. It doesn't matter whether these layers are interleaved into one videotrack (single track dual layer) or they're carried in two separate videotracks (dual track dual layer).

Two well-known single layer DV files are P8.1 and P5. P8.1 carries a (backwards compatible) HEVC HDR10 baselayer, like you find on UHDBD.
P5 - often delivered by streaming services - carries a (non-backwards compatible) baselayer encoded in 10 bit IPTPQc2 full-ranged colorspace, proprietary to Dolby.

well here's the thing. Plex version 8.something used to playback P7 mkv files. After a couple updates Plex stopped playing back p7 files. One software player tja6t is left, which is playing back p7 files is VIMU. So I guess is just a matter of software. We need a good software player which will playback all dv profiles and display info if fel is dropped etc.

If you haven't already, you might want to look into using DaVinci Resolve. It uses the actual Dolby Vision algorithm and creates correct min_pq values, which will give you a better viewing experience.

Could someone explain when I would and wouldn't need to use cropping with dovi_scripts? If my source file 2160x3840 and destination file is the same but the video is encoded with black bars do I use cropping?

The crop switch in dovi_tool is a bit confusing and counterintuitive. You use it when target video has no black bars. When you set the crop option, dovi_tool sets all L5 values to zero. Which would dictate the dolby composer to assume ALL videopixels belonging to "active area".

In your case where black bars are part of the target video, you don't want to use crop.

[EDIT] Note, I am assuming here that your source and target video do have the same black bars.

Not only software. FEL carries encoded video. You'll also need two decoders. One for baselayer and one for FEL.
