You need to email this TGZ dump file to svq@makemkv.com. And could you also upload it into (say) OneDrive or Google Drive please, and then reply with a public download link? This would allow people to try adding your disk to the public KEYDB.cfg file too.

Have you tried using SamuriHL's KEYDB Helper Utility?
