Did you email the file to svq@makemkv.com ? Otherwise, it will not be added to MakeMKV's configuration.
Attaching the file (which didn't work; is it bigger than 4.0mb?) is for the keydb people. Most people upload those to a public storage site (google is popular) and provide a link in the message, rather than attaching a file.

Alternatively, you could upload your TGZ dump file into (say) OneDrive or Google Drive, and then reply with a public download link. This would allow people to try adding your disk to the public KEYDB.cfg file as well.
