Have you tried downloading the latest KEYDB.cfg file, copying it into MakeMKV's data directory (i.e. where MakeMKV also writes its TGZ dump files) and restarting MakeMKV?

I just tried and no change:
MakeMKV v1.17.9 win(x64-release) started
Using LibreDrive mode (v06.3 id=64754CF46FCA)
Using direct disc access mode
Loaded content hash table, will verify integrity of M2TS files.
Saved AACS dump file as C:\Users\bcarter/.MakeMKV/MKB20_v72_Twin_Peaks_From_Z_to_A_E01D.tgz
The volume key is unknown for this disc - video can't be decrypted
Failed to open disc
MakeMKV v1.17.9 win(x64-release) started

Could you perhaps upload this TGZ dump file into (say) Google Drive or OneDrive, and then post a link here please? It's possible that The Powers That KEYDB might be able to help while MakeMKV also examines your dump.

I emailed my dump zip as well. It's weird because this is just a repress of the one from a couple years ago, which I assumed was already cracked.

When MakeMKV generates a 'partial' dump file (~100KB instead of 3-5MB) it does seem to indicate that the disc shares a key with a known title. Thank you both for making the required details available to the forum. The E01D disc variant has been added to the public keydb.
If you haven't previously configured MakeMKV to utilise the public keydb you can follow my instructions here or use SamuriHL's utility for Windows (Link)

My UHD disc was using MKB20_v72_Twin_Peaks_From_Z_to_A_326D.tgz which I just submitted via email. This wasn't in the latest keydb file that I downloaded a couple hours ago.

If you would like to see the public keydb support your particular disc, you will probably need to provide a link to your disc dump file and the AACS folder from your disc. Otherwise you'll have to wait several days or weeks for native MakeMKV support.
