Does copying this file into MakeMKV's data dirctory (i.e. where MakeMKV also writes its TGZ dump files) and restarting MakeMKV help?

I'm sorry that did not work. Just for a sanity check, I performed the following steps.
1. Downloaded the keydb.cfg English database
2. Copied keydb.cfg to C:\Users\<username>\.MakeMKV which is where MakeMKV stored the TGZ dump
3. Restarted MakeMKV and attempted to open the disk

Let me know if there's something else you'd like me to attempt.
