It is hard to speculate on what might be the issue without any information about the error message or error code. Are you receiving a decryption error? Or is it a read error? If it is a read error, I can't suggest anything other than cleaning the disc and trying a different disc drive.
When I open the disc, it takes a good few minutes to go through the "dycrypting" stage, and then fails. It gives two debug codes and says the disc cannot be decrypted. Much like posts I have seen where the keydb file was not being read by Makemkv.
