Old DVD from 2009 to a single video file with upscaling and increase framerate, best way.

Hi.
I recently bought a dvd from a concert that was held in 2009 and I want to convert the dvd to a single mp4 file which I can then stream to my tv on demand. I bought a usb dvd drive for this purpose. I will be using MakeMKV to rip the dvd to .mkv files, then HandBreak to convert all the .mkv files to .mp4 files, then ffmpeg to combine all of the .mp4 files into a single file. I will be using these two programs because I read somewhere that this is a very solid way to achieve this. If anyone has any other suggestions for software to use instead/with these then I am all ears.

This is my process. Use MakeMKV to rip all of the chapters from the dvd which creates 23 individual .mkv files. This does not reduce the quality at all and is 1:1 quality wise, as far as I know. The only setting I changed was the minimum title length to 20 seconds. Then I use HandBrake to convert those .mkv files to .mp4 files. This process is probably where I should introduce all of the features to try to smooth the framerate, upscale, and whatnot. Then I use ffmpeg to combine all the files into a single .mp4.

So I ask, does that sound reasonable? What is the best way to get a decent quality for a modern tv (4k, 75 inch)? I am all for upscaling and all of the newest methods to try to get the quality to a decent level.

The quality of the source dvd is: video codec MPEG-1/2, 720x576 pixels with 25 fps and audio is 48kHz, 32 bits per sample, stereo, codec A52 (aka AC3) .
