Chapter editing gone from 1.9.4 onwards?

Up to Version 1.9.3 it was possible to list chapters and edit their names. In 1.9.4 and 1.9.5 this is gone. Why?

Make sure you still have Expert mode enabled. Chapter name editing is present in both 1.9.4 and 1.9.5 here...
