I keep getting this

MKB20 76 The Transformers- The_ Movie_B43B.taz
The volume key is unknown for this disc - video can't be decrypted
Failed to open disc

Where to download the hk files to manually install?

Have you checked the box to allow MakeMKV internet access in MakeMKV preferences? This is required so the hashed keys can be downloaded.
