PGS subtitles not displayed - mkvmerge v28.2.0 ('The Awakening') issue

I have a MKV file with PGS & SRT subtitles but the PGS ones will not display via my OPPO UDP-203 or with the latest versions of the MPC-HC & VLC 3.0.8 players.

I've never witnessed this before with any of my downloaded MKV files with PGS subtitles, I've attached a MediaInfo text file of the problematic MKV file, it apparently was encoded with mkvmerge v28.2.0 ('The Awakening') 64-bit which may have had some issues with PGS subtitles.

Nothing looks out of the ordinary with this particular file, the PGS subtitles with the muxing mode has zlib compression but is zlib just a standard compression algorithm for encoding PGS subtitles?

If I'd like to create the MKV file again must I remux or transcode it?

This is not the support page for mkvtoolnix programs.

That said, some players will only play PGS in MKV if it is compressed with zlib. Others will only play them if they are NOT compressed.
