Hello.
I'm sorry for my lack of knowledge in this area. Does anyone know if there are external BluRay drives for sale that will read the new 4K UHD BluRay discs, and if MakeMKV or any other software programs have (or plan to have) the capability to read and decode those discs?

There ARE drives out there that can read BDXL disk, including the 4K UHD disks, if their firmware is up to date. Just because a drive says it can handle BDXL does not mean it can read 4K disks, though, and the same model drive might fail if it was manufactured in 2015 instead of 2016.
Some people say they're working on cracking AACS v2. MakeMKV doesn't do that yet, and Mike hasn't said he's working on it or not. So the answer is currently "no".
