Region code problem

I tried to post this last night in the DVD error reports forum. It told me it needed to be approved by a moderator, and the post seems to have been lost. Maybe I should have posted it here. Anyway I can now add some more details.

I have an ITV DVD of the Keira Knightley version of Doctor Zhivago (2002). It is on two disks. The first is single layer and the second dual layer. When I try to open either disk I get

I have looked at the external USB drive and the internal DVD drives in Device Manager. All are showing the region code has not been set and that there are 5 changes remaining. I have avoided playing DVDs on my computers and only use them with data disks. I thought MakeMKV was reading the disks as though they were data. None of the other DVDs or blu-ray disks I have tried to read with this drive and MakeMKV have had a problem with region coding, although some of them say they are region coded for region 2.

The DVDs themselves are marked with a region 2 symbol, although disgracefully on the case insert the region code is illegible.

Is there any way I can read them without setting the region code?

I am using MakeMKV1.9.2 and 32-bit Vista.

EDIT to add:
When the disk is loaded MakeMKV reports
Protection: CSS/CPPM
Is that protection supported by MakeMKV?

I have also tried going to Windows Explorer to copy the files. I can copy the .IFO and .BUP files and one small .VOB file, but for the other .VOB files it says they are copy protected.
