Can I tag the Subtitles by Language Name, specially if they are forced.

If you have Expert Mode enabled, yes.
Open the disk. Next to the title in the left window, you will see a triangle. Click on it.
This will show you the tracks within each title. Select the subtitle track you want to change the tag on. On the RIGHT side of the window, you have a "Properties" box; make sure that "Name" appears in the pull-down there, then type what you want to display for the name.
There are other tools out there that will let you do this after the rip, working on the MKV file itself.
