Apparently FLAC has variable frame sizes, I was reading that the proposed AC-4 has variable frames sizes that could be altered to match the video frame rate to allow for neater cutting... Is FLAC not capable of modifying it's frame sizes to match that of the video?

No, FLAC frame size is encoded in header and is fixed for entire track. There is even no option to encode a short frame.

I meant variable as in each file can have a unique frame length, not like AC3s 32ms or AACs 1024(2048) samples. But I guess even if I could tell an encoder to use an audio frame length that divided evenly into the video frame length it would only ever be useful for PAL sources. I guess I'll stick with PCM for slice and dicing then.
