What is causing the ripped mkv files to randomly repeat scenes?
Happens with both Blu-ray and 4k discs.
Been using MakeMKV for years, and this is the first time there has been any problem.
It started on a Win10 machine, running 1.17.1 using a libre-ed LG WH16NS60.
Swapped the LG for a Pioneer BDR-212UBK, and no change. You're watching the ripped file and the scene you watched 10 minutes ago repeats.
Then uninstalled 1.17.1, and reverted back to 1.15.1 (1.16.3, 1.16.4, 1.16.5 wouldn't install).
Same problem...
Any ideas what is causing this?

Depends on the source - a LOT of Lionsgate disks, for example, have multiple copies of the movie, with scenes out-of-order, and duplicated, as ways to make people not want to rip them. That's why you'll see a lot of topics that say "playlist XXXX is correct" for a given movie.

Virtually every one over the past month; all different studios.
If this has been a problem for others, i didn't run into it until i switched from Win7 to Win10. Odd coincidence.
But i also switched from a from an Intel chip with SGX (LGA2011-3/X99) to one without (LGA1700/Z690).
Even tried it in Ubuntu, but not nearly as functional.
Hope MakeMKV is working on this; if the disc can play in sequence when it's in a home theater disc player, then the right sequence is stored somewhere.
