The latest updates to Windows 7 included "back ported" changes from Windows 10, which have brought several of Win10's problems with them. Did you run Windows update after the install?

Hello, at the moment, i've install all major update.
I execute successfully MakeMKV v1.9.7, as following the explanation in the thread

set APROXY_FORCE_32BIT=1
"C:\Program Files (x86)\MakeMKV\makemkv.exe"
So now it works with MakeMKV x64 but the x64 is still crashed
