Yes it is. If you have ffdshow installed, under "Video decoders", you'll notice that VC-1 offers the two options...

Not that I doubted you, but a quick Google search seems to indicate that you are correct.

AFAICT (from the aforementioned Google search), "both" is a bit confusing, given how ffdshow's "wmv9" option apparently uses the Microsoft decoder
