Most likely not. I guess your firmware is dated Dec. 22 or newer. Check your Makemkv info.

I currently have a Pioneer BDR-XD08B with 1.02 FW that says that LibreDrive is possible, but not enabled (see Drive info)

No, not currently as the firmware is Dec 2022. Turns out I have the exact same drive and fw as Psycomo, mfd Nov 2022. Info below, but looking to crossflash to read UHD discs -- Coopervid, pretty please?
