think MakeMKV does this when it realizes that it already knows the disk's Media Key, and so doesn't need to calculate it again. Which is fine for MakeMKV precisely
because it makes the TGZ dump files so much smaller. It's just that it makes them much less useful for KEYDB too.

Hey Scavenger, the ~3.6MB MKB_RO.inf file in your disc dump is usable. MakeMKV can remove the long sequence of trailing null bytes from the end of MKB_RO.inf files without issue. It really is just the 56 byte
very truncated form which is problematic.
The reason that the initially added record didn't work for you was that it only contained the volume ID. The volume ID alone cannot be used to decrypt a disc. I'd prefer it if people would avoid adding entries to the keydb which contain only the volume ID as it leads to this type of confusion.
UHD discs can be decrypted if just the unit key is available. MakeMKV requires the volume unique key (VUK - the " | V | " part of a keydb record) in order to decrypt discs. There is no technical reason for this limitation but it explains why a disc might be playable via VLC but not decryptable in MakeMKV.
Your disc has a full record now, so it should work with MakeMKV once you grab the latest keydb. Make sure you have a line like this in your keydb.cfg file:
