I don't think Windows 10 knows how to play HD DVDs. I don't think it knows how to play a Blu-ray by default either.

Does MakeMKV recognize the optical drive? Can you rip your HD DVD content using MakeMKV?

It should work. I just discovered my XBox-350 drive, plugged it in and ripped an old HD-DVD copy of the Matrix. Ron is right. Windows doesn't process the encrypted HD-DVD content so you need a third party software to do it.
