You can use the m2ts DV file, but you will need to do a straight container conversion to mkv before opening it with makemkv. The ffmpeg command to do so is in the first post of this thread. After creating the new mkv file with 1.15.3, you can process it with mkvtoolsnix; the latest version should retain all the DV metadata.
Okay, so here is what I understood so far:
Use ffmpeg to convert m2ts file.
put the resulting mkv file into makemkv to get the DV MKV
finally use Mkvtoolnix to multiplex sub/audio

Question, Can i just use Mkvtoonix to convert the m2ts file and process it with makemv to get the DV mkv?

Also will there be a quality loss during the process?

Yes, you should be able to use mkvtoolnix to do the conversion. I haven't tried it myself, but I don't see why not. If your m2ts file also included the pgs subtitles, you can carry it over during the mkvtoolsnix conversion, and then makemkv should pick it up as well during the final DV MKV remux. There will be no quality loss in any of these steps.

You should mention your results on the Plex forums thread, I've done it for the FireTV Stick 4K and they're probably looking into it already.
Seems only profile 7 (because it has a HDR10 base layer) are playing correctly.

So I tried the Matrix which I ripped under 1.15.2 and that triggered DV on my 2019 Shield.

I also tried Last Jedi which I did at the weekend with 1.15.3 and that only played back in HDR.

I tried a few movies at lunch on my 2019 Nvidia Shield Pro and these triggered DV:

2001
The Matrix
Saving Private Ryan
War of the Worlds

I also tried The Shining which only triggered HDR. Of those I tried, The Shining is the only one that also has HDR10+ support which could have something to do with it?

I've got 26 Dolby Vision movie rips plus seasons 1 and 2 of Westworld so I've got a bunch more to test. More updates tonight.

Is this the last jedi disc that was released back in 2018 or the recent one with the rest of the series re-release?

The German UHD of Oldboy seems to work fine as well and triggers DV playback

Edit:

National Lampoons Van Wilder also triggers DV playback.

Just updated to latest Plex Beta and played the Wizard of OZ which i ripped two days ago, and Dolby Vision triggered. Can wait try to newer releases.

I've noticed that triggering DV can be finicky. It seems that if any drives are asleep in my NAS and the drive needs to spin up before the film starts, then only HDR will trigger. After the drive is spinning, it doesn't seem to be an issue.
