I couldn't find an answer to this directly.
But can a Pi 4 blu ray play blu ray rips(from my own blu rays) without issues? With the pi 3 and older, it was too much. Is the pi 4 powerful enough?

Specifications say yes. Reality is, it might. Too many variables.

I have several Pi 3B’s running LibreELEC / OSMC and they play bluray mkv’s without breaking a sweat.

I might add that the 3B needs a licence for VC-1 playback, but that costs one cup of coffee. I don’t have a Pi 4, I understand they have dropped licence keys for MPEG and VC-1 ?

I have a Pi 4 that I use as a Plex server. As long as my client(s) don't need things transcoded on the fly, it plays blu-rays and 4k UHDs fine.
Or, do you mean playing a rip directly on the Pi with a display attached to the Pi as if it were a traditional PC? Or some other way?
