I was ripping the Blueray disc "Twelve (2019)", and the ripping wouldn't complete, and get stuck at 2 seconds remaining.

Your drive said it could not read a sector, then set about trying REALLY HARD to do it. While doing that, the operating system thought it was off-line.
If the drive is a USB drive powered by the USB cable, this can also be caused by the drive spinning too fast for the available power; it powers down, resets, and comes back on line.

I had the same issue. I got two different copies from Amazon, sealed in plastic wrap. I tried both my Blu-Ray drives with the latest version of MakeMKV and I even tried running it as an administrator. I get the following error:
Error 'Internal error - Operation result is incorrect (232)' occurred while reading '/BDMV/STREAM/00000.m2ts' at offset '21474791424'
They all stop at the same file size in Windows, too: 19,005,440 KB

Sounds like an USB external drive running out of power. Unless it's stopping at the SAME point, rather than where the drive just HAPPENS to hit a speed that the power from the USB port won't support.
A lot of those drives require more power than non-powered hub can handle. The faster they go, the closer to the limit you get.

I assure you that power is not an issue. I have a newer laptop and I tried both a dual-USB A cord with both USB cords connected as well as a USB-C cable for two different drives I have. I rip discs all the time with these drives. I even tried it on another computer with an external USB hub with three dedicated power-only USB ports.
I ripped Black Adam 4k, Sing Blu-Ray, and Whiplash 4K on this drive yesterday. It failed with Twelve. I reordered Twelve and tried the new disk. The rip breaks at the same place on the new disk, about 10 seconds from the end, I guess as it is finishing up the read to close the file. It ran at 4.7x - 5.6x the whole time without issue. It's like it does not like this disk for some reason. It is just like what happened with the original post. It goes fine and then it is like it hits a cliff. Always the same spot. Always the same file size.
The disc is really dark as far as the side where the data is.

However, in the last few seconds an error occurs.
The error always occurs in the same place (about 23GB+).
Is there something wrong with MakeMkv due to the file size or streaming length?
Is it a 20GB limit?
Is it a 6-hour limit?
Does anyone have any information about this error?

Twelve (2019) that others have referenced in this thread.
MakeMKV does not have a 20GB limit. UHDs and lots of blu-rays are way bigger than 20GB. I'm not aware of a 6 hour limit, but I've never tried to rip a title that's 6 hours long.
Are you trying to rip directly from the disc? What happens if you make a decrypted backup of the disc first, then create a .mkv of that title from the backup?

Surely, I'm not ripping the movie Twelve (2019).
However, I ran into a similar error, so I asked for information here.
And I got that there is no limit of 20GB. Thanks.
I'm trying to rip directly from the disc.
The disc was created by the following route:
(1) TV HDD to PC HDD (stream length is 6 hours more)
(2) PC HDD to BD drive on PC (BD-RW disc)
(3) BD-RW disk to PC HDD with decrypt by using MakeMKV
As for "creating a decrypted backup...", it is a great proposal, but I don't know how to do it, so I haven't tried it.
By the way, this disc could be ripped to the end with DVDFab Passkey.
So, it doesn't seem like there's a problem with the disc.
I'll try different things with other streams.
