Does Make MKV bypass the Region settings on DVDs? I am in the USA (Region 1), but I'm considering purchasing a Region 2 DVD in order to get a movie that isn't available in Region 1. I don't want to "play" the DVD, I just want to RIP it to my Media Server. Thanks!

MakeMKV removes region coding from DVDs, and ignores it for BDs. I regularly buy out-of-region DVDs and BDs and have not had any fail yet.

I have the same problem, though MKV will remove the coding in the file,or maybe ignore it, if I burn the file then as a movie, it is unreadable on my player. Wrong region.

Your player is expecting a DVD format to the disk, not video files.
To make a DVD readable by a stand-alone DVD player, you need DVD authoring software that accepts MKV files as input.
While MakeMKV ignores region coding, it does NOT change the disk itself.
