Backup goes to about 7.2gb and then just stops. Counter continues to rise but file size stops growing. here is the debug info.

Since there are several variations on the HP disk sets, specific recommendations are a bit difficult.
The log shows converting to MKV, rather than "backup". By counter, are you referring to the elapsed time display? What happens with the read rate display?
Can you try it with the Backup feature, and post the logs for that? 7gb is less than 25% of the first movie, as you have already surmised....

Ok so a little confused here maybe. The backup option is greyed out, and i really don't want to backup the entire disk since i only really want the one section with the actual movie in it. What i mean by counter is indeed the time counter, however the data counter stops going up.

Hmm.... I have not encountered the backup option being greyed out unless there was a DVD in the drive... it's always been available for a BD. At least, until you click the big "open" button... then you're "committed" to converting to MKV files. Try popping the drive tray open, then close it again, and see if the Backup option is available.
The reason I suggested trying the backup option is that it works differently than the Open/generate MKV method. Sometimes errors that do not show up in the log while doing one method do when using the other, if that makes sense.
You might not want to end up with the decoded M2TS files as your "final product", but you can open the backed-up disk in MakeMKV and save the track(s) you want from there.
When I bought the "all the movies" Harry Potter BD set, there was no issue with saving any of the disks, but you may not have the same set.

I will try again here as soon as disk 6 finishes. Yeah we have the year 1-6 collector edition BD set. It is very strange that all the other disks work perfectly but 1 will not. These are going into our Plex library so we can watch them on any tv in the house. Up until this point Makemkv has worked perfectly.

Found the backup item that wasnt grey thanks to your help, however the backup job fails at exactly the same MB as the conversion job does. Not sure what to do next. The disk plays fine and the back is pristine. Something must either be wrong with it or the software has issues with that specific disk for some reason.

I suspect the disk has the error. But, that's just experience talking.
Pristine is subjective, and Bluray is far more susceptible to dirt and fingerprints than the industry wants to admit. That's why I keep Pledge furniture polish handy - any disk that has the slightest "burp" gets cleaned/waxed before trying again. Soft cotton cloth or microfiber only.
But I also have 4 different BD drives available in various machines, and sometimes it is important - the alignment of the lasers in them vary slightly, and sometimes one can read a disk that they others can't. Not everyone can do that...
