Your drive cannot read part of the disk. First step is to clean the disk to make sure it isn't something as simple as finger prints causing it.
There are other possible causes for the disk being unreadable, but dirt is the most common, followed by scratches. And scratches do not have to be so big that you can see them, given the size of the dots the laser is trying to read.

ok, thanks for the help. I tried using windex a couple days ago and it did not work. I used 409 degreaser today, let it soak for 60 seconds, wiped with tissue in a radial direction and it worked! I thought for sure it was an encryption thing, thanks again

For the future - both Windex and 409 are BAD for cd/dvd/bd cleaning. They can attack the finish of the disk itself.
The only thing I use is Pledge furniture polish, and then only because I used it for a long time on other very expensive plastic.... aircraft windshields!
Pledge is water-based (no alcohol), formulated to wipe out finger print oils, and the wax it leaves behind fills small scratches.
