Debug logging (see my signature for how to enable it) should show more information. Typically, that message would be accompanied by the AACS version on the disk, and a link to click on to send the AACS information to Mike.
Funimation disks issued this month just started using AACS v50, so Bebop should be the same. v50 requires MakeMKV 1.9.0.

Have you just copied the bluray to the hard drive with copy and paste and then trying to decrypt with makemkv?
