Bluray Region Coding

When using the backup to disk functionality within makemkv, does it strip the region codes? If I were to buy a bluray that was sold in another region would I be able to play this back locally with software the enforces region code checking?

why not just rip it?

Region information is ignored by MakeMKV, and there is no way to put region information into MKV file anyway. So yes, if MKV file is playable by your software then that's all that matters.
