Yes.

Well, a little expansion might be in order. There are some DVD and BD drives that will refuse to allow other regions, but MakeMKV can work around most of that. I have several drives that do not even have a region selected, and they work just fine on multiple regions with MakeMKV.

Ripping whatever you have is really one of the points of MakeMKV, and the region issue is one of those things that is taken into account. If the region of the drive does not match the disk, it CAN slow down the scan/open phase a bit, as MakeMKV has to use "brute force" to remove the region coding, but that doesn't slow down the actual ripping process.

Again, this can be related to the drive itself. There are some out there that WILL defy the brute force decryption, but most of these are well known as problem disks (google.com can find more information on that), and a lot of them have revised firmware available to remove the region restrictions completely.

I have two different models of LG SATA Bluray drives, two versions of Toshiba DVD drives, an old Sony USB/Firewire DVD drive, and a Sony USB "slim" DVD writer/burner drive spread across several machines and two operating systems (Windows 7 and Linux), and all work just fine reading Region 1 and 2 DVD disks. The BD drives have not been tested with anything but region A disks yet, because I haven't found anything from other regions that I "needed" to have... yet.

Occasionally, MakeMKV will report that the drive has RPC problems reading a R1 disk, but it still reads it. Most often, though, that's a side-effect of a dirty or scratched disk; a can of Pledge wax and a soft cloth are kept handy to "fix" those "region issues".

I am personally confident that the drives I use will work just fine on any region DVD, and have bought disks from Germany that aren't available in the U.S., and ripped them without issue.
