When I view the videos created by Makemkv they do not fill the screen. I assume this is because all my video files are being created with the following settings.
Video Resolution 480p
Width 720
Height 480
Aspect Ratio 1.33
Container MKV
Video Frame Rate NTSC
Is there a way the change the Video Resolution to 1080p and the Aspect Ration to 16.9 either during creation or after they are created? I assume the Width and Height would have to be changed also. I am a neophyte at this.

MakeMKV does not change the aspect ratio of the source. If the container says it's a 720x480, that's what the source media said it was.
Your player would have to do the upscaling.
Programs like Handbrake will (generally) recognize when there are "bars" around the video, and attempt to scale the video to remove the bars. But they do it by re-encoding the video.

You can use the Header Editor in mkvtoolnix and change the display properties.
