I'm not sure that this is an error in MakeMKV, but when I rip Centurion, it displays a silent Technicolor Services title screen that lasts for about 18 secs.
I found a couple of posts regarding this in the BD-Rebuilder forum:

These indicate an out of sync error on the audio which apparently was fixed.
I don't get any out of sync in the audio with MakeMKV.
I tried running this through BD-Rebuilder for a full backup to 25 GB disc to see and that worked, but it also displays the title screen for 18 seconds when playing the backup disc or ISO. I'm not sure if BD-Rebuilder was fixed to remove the title screen or just to fix the out of sync audio.
I don't have a login on doom9 to ask there.
Is there any way to remove this title screen from the MKV or does this need to be fixed in MakeMKV?

The 18 second "Technicolor" initial screen is part of the primary playlist and .M2TS file. The author of BD Rebuilder (still in beta), Jerry Dobbs insists on "no preprocessing" of video, such as cutting the initial part of the video. Therefore, the only change that was made to BD Rebuilder was to compensate for the Audio delay. The video continues to incorporate the "Technicolor" video...

I would imagine that the Info Screen is a chapter, so you could use mkvtoolnix to cut it at the chapter marker.

No, it's not a chapter, I checked that.
Apparantly, Magnolia/Magnet releases have this screen at the beginning and somehow tell the Blu-Ray player to start the playlist at 19 secs in.

mkvtoolnix can cut at a timecode as well, so that's probably your easiest solution.
