You do know that MakeMKV's hashed keys database and the KeyDB are two separate things, right?

You email the dump to svq@makemkv.com so a key can be added to MakeMKV's internal hashed keys database then you can add a post to the "Public KeyDB Submissions Thread", providing all of the requested information so a key may be added to the Public KeyDB.
