i would like to add UHD Support to my Pioneer BDR-212EBK, but i have no idea where to find the necessary firmware / tool. can someone please help me out?

Downgrading is not possible on pioneers
The only way would be to send it into me and I'm not doing send ins until I'm out of drives and even then I will likely only take slim USB pioneers as the desktop ones are to fragile for the mail.

Do we know if it's ever going to be possible to downgrade or crossflash these post-2022 drives to enable them for UHD remotely, eiuther remotely or ourselves?

Since Pioneer drives aren't being manufactured anymore, nobody will be suing... and once all the existing stock has been sold. there'd be nobody left to be "hurt" by releasing whatever tool it is that allows it.
