I was able to decrypt it with the keydb.cfg file, not sure if this dump is still needed.

If you haven't already, I'm sure the MakeMKV team would appreciate it if you could send that dump file via email
Public KeyDB Disc Submissions
  • Please use file hosts, not forum attachments
  • You must include the MKB_RO.inf file from the AACS folder on your disc
  • Place the extracted keydb.cfg file in the same directory as your disc dump files
