The requirements are listed in the topic about the release. If you have a version of Linux that meets the requirements that you prefer, that would be YOUR preferred version.

Frankly, what differentiates various GNU/Linux distributions ?
The user interface mostly. So if you have the proper libraries MakeMKV is built upon, you're safe on this side.
Kernel and system libraries are mostly the same across distributions so you'll be perfectly safe whatever one you choose.
It is only a preference around stability (long term release) or sticking to the "news" as in version changing every 6 month or so or more specialised version if you have special interests ... But the core will be the same or quite the same. And if you miss something you can add it to the "standard" distribution of your choice.
So choose the one best suited to your needs and ease of administration/maintenance and you're good to go.

You're almost certainly better off using an Ubuntu kernel to delimit your storage options out of the box, ie. ZFS, as well as enabling possible encoding features using Intel or Nvidia, also out of the box. https://ubuntu.com/download/desktop
You can alternatively use Ubuntu with the KDE desktop https://kubuntu.org/getkubuntu/ It's the same Ubuntu but, "it looks different" (it's what I use).
