You will get artifacts when you compress more. DVD (SD-style data) won't show much more than is already there from the compression to MAKE the DVD, but Bluray and higher resolution can show compression artifacts a lot sooner.
With handbrake, I usually do BDs with RF=18 or 20 to minimize this, but RF=24 (default for some of the settings) will show more "faults", especially on fast-moving video.
