Converting single layer DoVi P8 mkv back to DL P7 UHD

So, I've made BL .hevc and RPU (converted to P7) .bin with DDVT_DEMUXER. Now I have to inject RPU into second layer MEL, but how to create appropriate MEL? Anyone can help?
