I haven't seen a PCM audio track before and wondering which one is best to select.
Track #1 is AC-3 Dolby Digital, but is "Lossy", 640 kb/s bit rate.
Track #2 is PCM, 4 608 kb/s bit rate.

Strictly speaking, PCM is almost assuredly higher fidelity than AC-3.
That said, the PCM track might only be stereo, where the AC-3 very likely a 5.1 track.
I don't happen to have Rocky Balboa, so I can't comment specifically on it.
It looks like there is a review of the Rocky Balboa blu-ray on blu-ray.com. It says the PCM track is a 5.1 audio track and is highly regarded.

Your choice may also depend on your media player(s), some don't like "raw" LPCM audio.
AC-3 (Dolby Digital) is a pretty safe bet, it's like the universal donor of audio tracks and will most likely play on just about any player.
